
Costing Analyst - Middle East
Job Description
Summary
CBS is a leading health-tech provider of business intelligence solutions, partnering with healthcare organisations for thirty years to improve productivity, performance and data accessibility. The Costing Analyst works with CBS's Middle East client base in activity based costing and business intelligence, using CBS's proprietary software (CostPro, IntelPlus, FocusPro), and provides technical and analytical support to internal projects and product lines.
SQL Server development is central to the day-to-day work, not an adjacent skill. You will spend a significant part of each week writing and tuning T-SQL, building and repairing data pipelines, and reconciling client data back to source. Strong SQL capability is the requirement we will not move on. Activity based costing methodology, on the other hand, is something CBS will teach you: if you are technically strong and think clearly, we would rather train you in the costing than compromise on the data skills.
Location: Abu Dhabi, United Arab Emirates. You will work alongside the existing CBS colleague in the region and report to the Team Leader, Middle East, who is currently based in New Zealand, so the role calls for a high degree of self-direction and reliable communication across time zones. CBS expects the regional team to grow and, over time, to be led from within the region.

Key Accountabilities
SQL Development and Data Engineering
- Write, test and tune T-SQL (stored procedures, views, functions) against SQL Server to build and maintain client costing datasets.
- Build, run and troubleshoot the data pipelines that move source data into the CBS data model, including patient administration, general ledger, payroll, theatre, pharmacy, radiology and pathology feeds.
- Investigate data quality problems at source, trace them through the pipeline, and reconcile costing outputs back to the client’s financial and activity records.
- Diagnose and resolve performance problems in queries and procedures running over large clinical and financial datasets.
- Work to CBS’s internal T-SQL coding standards, and document what you build so others can maintain it.
- Act as the first technical point of contact for Middle East client data issues, escalating to the development team where appropriate.
Activity Based Costing
- Support clients with the implementation, configuration and maintenance of CostPro, ensuring accurate allocation of costs to activities, patient events and services.
- Apply activity based costing methodology and give clients sound advice on best practice.
- Carry out cost-driver analysis to support pricing, profitability and operational decisions.
- Adapt CBS costing methodology to local classification, funding and regulatory requirements in the region.
Business Intelligence and Reporting
- Develop and maintain reports and dashboards in FocusPro (CBS’s BI platform, built on Sisense and/or Power BI) that give clients visibility into costing at organisational, departmental, service and patient-event level.
- Analyse available datasets to surface insights that help clients make informed decisions.
- Import and reconcile data from source systems using IntelPlus.
Business Requirements and Testing
- Capture and document business requirements for assigned projects and pieces of work.
- Provide testing support for the CBS product suite ahead of new releases, from both a user and a data perspective.
Documentation and Project Support
- Contribute to training manuals, technical documentation and user documentation.
- Assist in managing internal and external projects, typically run under an Agile methodology.
Customer Service
- Deliver a high standard of service to clients, ensuring a positive experience with CBS and its products.
- Build durable working relationships with client finance and IT teams, and with the managers who use the output.
Personal Development
- Continuously build skills relevant to the role, including advanced SQL, ABC methodology, and the CostPro/IntelPlus/FocusPro toolset. CBS will provide structured training in activity based costing methodology.
- Share knowledge gained with the wider team, including the Australian and New Zealand teams.
Communication
- Contribute openly and proactively in meetings and workshops.
- Keep stakeholders informed of progress against assigned tasks.
- Maintain reliable working overlap with CBS colleagues in New Zealand and Australia.
Other Requirements
- Travel to client premises within the Middle East as required, with occasional travel elsewhere overseas.
- Hold the right to work in the United Arab Emirates.
- Be a positive, willing, contributing and adaptable member of the team at all times.
- Comply with the CBS Quality Management System and client data handling requirements.
- Complete timesheets daily.
- Undertake other work as directed by the Team Leader, Middle East.
Expected Knowledge
- Tertiary qualification in Information Systems, Data Analytics, Computer Science, Finance, Commerce, Accounting or a related discipline, or the equivalent in practical experience.
- At least two years working hands-on in SQL Server. This is the requirement we will not move on.
- Intermediate or better Microsoft SQL Server capability with prior hands-on experience is essential. You should be comfortable with multi-table joins, aggregation, common table expressions, window functions, temporary tables and table variables, set-based rewriting of row-by-row logic, indexing fundamentals and reading an execution plan.
- Practical experience building or maintaining ETL processes, whether in SSIS, stored procedure frameworks or an equivalent toolset.
- Understanding of activity based costing principles is desirable rather than required. Exposure to a national or regional costing or casemix standard (for example IR-DRG, AR-DRG with ICD-10-AM, or an equivalent) is an advantage. Strong technical candidates without costing exposure will be trained in CBS methodology.
- Experience with healthcare data is an advantage. Exposure to Middle East healthcare funding, insurance claims or regulatory reporting is a further advantage, but neither is a prerequisite for a technically strong candidate.
- Comfortable operating across multiple systems, including BI tools such as Power BI or Sisense, and comfortable learning new software quickly.
